As you can see, we have many consultants who are expert in their fields and who can help Districts with a wide array of topics. If you need a professional, "independent" study to help you make decisions, improve programs, build relationships, or plan for the future, contact the Council for more information. All of our consultants are either retired administrators and/or university instructors.

 

Mr. Robert W. Christmann

 

Vincent J. Coppola, Ed.D

 

JOHN MONTESANTI recently retired as the Wilson School District Business Administrator and left with 20 years of experience in public school finance including ten years at Erie 1 BOCES. He also possesses an extensive private sector background, having served as Vice President of Banking and Investments at Salomon Brothers, mostly in Japan. At Erie 1 BOCES he managed three departments, including the development of the NYS required FORT board member training and the operational structure for the NY 44 Health Trust. John's special skills include labor issues, which consist of contract negotiations, student transportation, food service, and facilities issues.

 

DR. THOMAS G. COSEO, a current resident of Saratoga Springs, is retired as the Superintendent for the Clarence Central School District, one of Wester New York's highest rated public school systems. Before moving to Clarence, Tom served as the Superintendent for Hamilton and Newcomb School Districts. With his vast knowledge of curriculum and instruction, he was also selected as the lead consultant for several merger studies throughout New York. His expertise is in the area of professional development programs for administrators and boards of education. Tom has had considerable positive feedback as a result of his work with districts to understand and implement student performance data plans to guide pedagogical decisions. Tom is also a graduate of the Harvard University's Negotiations Program.

 

BARBARA J. SMITH has an extensive background in school business operations. Her most recent responsibilities were her duties as the Chief Financial and Operating Officer for the Buffalo Public Schools. She also served the city school district as its Associate Superintendent for Budget and Executive Director of Accounting. Prior to joining the Buffalo Public Schools, Barbara was an audit manager for Deloitte and Touche. For four years Barbara worked for the Office of the State Comptroller's Division of Municipal Affairs, performing audits. Her special skills include all aspects of the business office function, budgeting, financial planning and district efficiencies. Her degrees are in Educational Leadership, Applied Economics, and Business Administration.

 

JAMES BODZIAK has held a number of administrative positions following the conclusion of his teaching career. After 12 years as an elementary principal in the Orchard Park CSD, he was selected as its Assistant Superintendent for Curriculum, Pupil Services, and Staff Development. This assignment was followed by two superintendent positions in East Aurora UFSD and Frontier CSD. As a consultant, Jim has provided services to public and nonpublic districts in the areas of instructional leadership, capital projects, budget development, and personnel matters. He has also facilitated the Executive Leadership Program of monthly professional development for regional superintendents.

 

DR. R. TIMOTHY O'NEILL has done extensive work in the area of public school education. Beginning first as a teacher, he moved to administrative positions in the Buffalo Public Schools, Erie 1 BOCES, and Niagara Wheatfield CSD. His superintendent positions included Amherst CSD, Carthage CSD, and Elmira CSD before being appointed as the District Superintendent for the Tompkins-Seneca-Tioga BOCES. After his retirement from BOCES, Tim became the Director of the Greater Buffalo Leadership Collaborative in the SUNY Buffalo Graduate School of Education. His community involvement and professional accomplishments are deep and widespread and as such, have received many honors and awards. For the WNYESC Tim has specific expertise in every aspect of special education and has been the lead consultant in over 20 special education studies. He has also completed many organizational and personnel studies for districts across New York State.

 

DR. ROBERT J. REIDY JR. retired from public school education to serve six years as the Executive Director for the New York State Council of School Superintendents until June 2016. In that capacity he represented over 700 Superintendents across the state in his work with NYSED, the Board of Regents, the NYS Legislature and Governor, NYSSBA, SAANYS, and the NYSASBO. He now provides doctoral support to students as a professor of educational leadership at Sage College. In his career, he worked as a superintendent in 5 different districts throughout New York State, New Hampshire, and Pennsylvania. For seven years he also led the Schuyler-Chemung-Tioga BOCES as its District Superintendent. A recipient of numerous awards, Bob has also been a prolific writer, authoring many articles for publication in educational journals. Bob's work as a WNYESC consultant will focus on superintendent searches, district studies, and board of education workshops.

 

RONALD DECARLI has successfully served the Akron, Frontier and Hinsdale school districts as their School Superintendent over a 21 year career. Additionally, he was an adjunct professor for SUNY Oswego in the NYS Superintendent Development Program for 10 years. Ron served as head basketball coach of the St. Bonaventure Men's basketball team preceding his public school career and has earned a reputation as a highly regarded motivational speaker. Prior work with the WNYESC covered strategic planning, organizational studies, and personnel evaluations. Workshops focused on educational leaderships are one of Ron's many strengths as a consultant.

 

CAROL LOVULLO served as a building administrator in the Newfane, East Aurora and Frontier school districts. Classroom teaching experience includes the New Hartford CSD and the Campus School at State University College at Buffalo. Carol has been certified by the SED as an Outside Educational Evaluator (OEE) and has been involved in many building reviews. She has mentored administrators at the elementary level for several years. One of her greatest strengths is in the area of curriculum and instruction, especially literacy.
